Born in February 1946 in Sylhet. Did his Matriculation from Raja G.C. High School in 1961 and obtained Bachelor Degree with Honours in Economics from M.C. College, Sylhet in 1966. Joined the erstwhile Central Secretariat Service in 1970 and on completion of training posted as Section Officer in the Ministry of Commerce, Islamabad. On return to Bangladesh in September 1972, served in the Ministry of Commerce till June 1981 Promoted as Deputy Secretary in June 1981 and worked in the Ministries of Education, Irrigation & Water Resources, Finance and Civil Aviation & Tourism and Member, Bangladesh Water Development Board. Promoted as Joint Secretary in February 1992 and served as Director General, Prime Minister’s Office, Director General, Family Planning and Joint Secretary, Cabinet Division till March 2001. Became Additional Secretary in April 2001 and served in Ministry of Finance and Election Commission Secretariat till January 2002. As Secretary to the Government served in the Ministry of Chittagong Hill Tracts Affairs, Energy & Mineral Resources Division, Ministry of Food and Internal Resource Division (IRD) & Chairman, National Board of Revenue (NBR) before becoming 1st Tax Ombudsman on 9th July, 2006. Finished his 4 years term as Tax Ombudsman on 8th July, 2010.
